The by-law change voted on at the 2025 Annual Meeting now allows mares to foal outside of the state of New Mexico. This will require paying the Export Broodmare Fee AND the Out Of State Foaling Fee.

All mares (Donor and Recipient Mares) MUST be registered in the NM Permanent Broodmare Registry no later than September 1st of the breeding year or penalties will apply to all foals. Once registered, a mare is registered for her life.
The owner(s) must be a current year member to register any horse with NMHBA.
