RULES FOR ICSI PROGRAM
The by-law change voted on at the 2025 Annual Meeting now allows mares to foal outside of the state of New Mexico. This will require paying the Export Broodmare Fee AND the Out Of State Foaling Fee.
STARTING FEBRUARY 15, 2025:
The Donor Mare must have spent a minimum of 30 consecutive days in New Mexico the year the ICSI procedure took place AND the year each pregnancy is confirmed.
- All mares MUST BE ASPIRATED IN NEW MEXICO for ICSI or the resulting foals(s) are ineligible to be registered as New Mexico Breds.
If for any reason any of the requirements of these rules cannot be adhered to, a request for a variance must be submitted to the New Mexico Horse Breeders Board of Trustees in order to be considered for New Mexico Bred registration.
All mares (Donor and Recipient Mares) MUST be registered in the NM Permanent Broodmare Registry no later than September 1st of the breeding year or penalties will apply to all foals. Once registered, a mare is registered for her life.
